Paradise Circus CPO
Paradise Circus site is located in the heart of the City Centre between Centenary Square and Victoria Square, in close proximity to Birmingham Museum and Art Gallery, the new Library of Birmingham, International Convention Centre and Brindley Place.
The site covers an area of seventeen acres and a significant part is owned by the Council and Argent. Argent, the Council’s joint venture partner, carried out extensive public consultation on the comprehensive redevelopment of Paradise Circus prior to submitting an outlined planning application to Local Planning Authority (LPA) on 26th July 2012. Outline planning consent was granted on 8th February 2013.
The proposals will deliver a commercial led mixed use development incorporating up to approximately 1.8 million square foot of office space. The development will also include shops, leisure facilities, cultural and civic amenities together with a new hotel.
The redevelopment scheme will make a major contribution to the Council's vision for the city and is key to the delivery of the Big City Plan and Birmingham’s new Enterprise Zone, delivering
- new employment opportunities.
- a pipeline of new business space which is vital to the economy of the city.
- the generation of additional business rates.
- significant enhancements to the setting of the city’s historic buildings.
- major improvements to pedestrian routes, road layout and public space.
To facilitate the delivery of the comprehensive redevelopment of Paradise Circus, it is necessary for the Council to take steps to unify ownership of the entire site. The City Council has therefore made a Compulsory Purchase Order (CPO) to acquire the necessary land and interests.
Further to the Public Local Inquiry held on the 10th, 11th and 12th December 2013 the Secretary of State confirmed, The Birmingham City Council (Paradise Circus City Centre) Compulsory Purchase Order 2013 - on 25th March 2014. (Attached is a copy Secretary of State’s confirmation of the Order).
