How are business rates calculated?

The local authority works out the business rates bill by multiplying the rateable value of the property by the appropriate multiplier.

There are two multipliers - the standard non-domestic rating multiplier and the small business non-domestic rating multiplier.

The government sets the multipliers for each financial year for the whole of England. The multipliers change each year in line with inflation.

From 1 April 2012, ALL occupied properties with a Rateable Value LESS than £18,000 will automatically be charged using the Small Business Multiplier (unless in receipt of Mandatory or Rural Relief).

Revaluation and Transitional Relief

Five-yearly revaluations ensure that the share of the national rates bill paid by each ratepayer reflects changes over time in the value of their property relative to others.

Revaluation can both increase and reduce bills.

For those who would otherwise see significant increases in their rates liability following revaluation, the government has put in place a transitional relief scheme to phase in the effect of the new rateable value on the bill payable.

Under the scheme, limits are applied to yearly increases and reductions.

The scheme applies only to the property as it stood at the time of the revaluation. If any changes are made to the property after 1st April 2010, transitional arrangements will not apply to the part of a bill that relates to any increase in rateable value due to those changes.

Transition is not affected by changes to your entitlement to reductions, such as charitable relief or small business rates relief.
