Eligible groups
- UK citizens who have passed or are exempt from the Habitual Residence Test
- Irish national who have passed or are exempt from the Habitual Residence Test
- Commonwealth citizens with the right of abode who have passed or are exempt from the Habitual Residence Test
- EEA nationals exercising treaty right
- Carers of UK national children in full time education
- All non ineligible EEA nationals
- Refugees
- People with indefinite leave to remain , who are not sponsored and have passed the Habitual Residence Test
- Humanitarian protection
Ineligible groups
- UK citizens who have failed the Habitual Residence Test
- Irish citizens who have failed the Habitual Residence Test
- Commonwealth citizens with the right of abode who have failed Habitual Residence Test
- EEA nationals with an initial right to residence
- EEA seeking work
- EEA nationals with permanent right of residency who have failed the Habitual Residence Test
- Illegal immigrants/overstayers
- Person with visas
- Persons with no recourse to public funds
- Persons with indefinite leave and sponsored
- Person with indefinite leave, not sponsored but have failed the Habitual Residence Test
