The Procurement Toolkit
The Procurement Toolkit will help you to source goods and services, in an open and transparent way, with the objective of achieving Value for Money.
The procurement process protects the way the Council budget is being spent and ensures that a variety of suppliers (including local small, medium and third sector enterprises) are able to bid for business, via Finditinbirmingham.
CPS makes certain that the Council’s Polices and Procedures are integrated into the procurement process and comply with Birmingham City Council’s Financial Regulations and Standing Orders (which are part of Birmingham City Council’s Constitution - Volume B Part 2(B) Standing Orders relating to contracts ), national and European law. CPS has produced an overview of New Changes to Standing Orders
CPS integrates BCC's Equality and Diversity, Sustainability and Going for Green policies into the Councils contracts and produced a Guidance on Dealing with Policy and Service Issues in Council Contracts.
Ordering Goods and Services
You will need to firstly check with your Requisitioner if there is an existing arrangements in place on the Voyager portal. The Voyager Portal is Birmingham City Council’s system for procuring goods and services.
The Voyager portal contains the ‘How to Buy Guide’ which is designed to help you identify the correct ordering channel.

If you cannot find the good or service via the How to Buy Guide, you will need to select one of the following three options, (Note: You will need to take into account the value of the complete project). If you have difficulties, estimating the overall cost of the project, contact CPS.
