The way that Children's Services are delivered in Birmingham is designed by the council's senior management teams and in the various partner organisations that work with Birmingham City Council. The council has a legal duty to ensure that these services are delivered by the units within its directorate for Children Young People & Families and partners that work with these units.

The requirement for Children's Trusts to prepare and publish a children and young people's plan was revoked by the coalition Government in 2010. Birmingham children's services has however produced a plan for 2011-14 which reflects the detailed thinking behind its three priorities. The Children's Trust has also issued a two-page summary of the priorities.

Birmingham published its first Children and Young People's Plan in 2006, as required by the Children Act 2004. This plan was originally intended to cover the period until 2009. However, the development of the city's Brighter Futures strategic statement, the preparation of the new Local Area Agreement and the revision of the city's Community Strategy meant that it was appropriate to prepare a revised plan to cover the period 2008 - 11.
